THE CONTEXT: A person or Political Action Committee (PAC) that makes an expenditure for an advertisement or fundraising solicitation must include specified disclosures. If the advertisement is delivered by hand or mail, the disclosure must be clearly readable.

WHAT THE BILL DID: The final vetoed version would require any nongovernmental person or entity that mails an official election-related document to abide by the following: a) Disclose the words Not from a Government Agency in boldfaced print on the outside of the envelope; and b) Display the disclosure at a height that is at least 10% of the vertical height of the document; c) d) e).

WHY IT MATTERED: The practical reason for this bill was to turn the Legislature's standard for election mailings into an enforceable rule. It would require any nongovernmental person or entity that mails an official election-related document to abide by the following: a) Disclose the words Not from a Government Agency in boldfaced print on the outside of the envelope; and b) Display the disclosure at a height that is at least 10% of the vertical height of the document. c) d) e), rather than leave the current rule unchanged.
