THE CONTEXT: Currently, a county board of supervisors (BOS) can establish a Program to allow persons to make gifts, grants or donations for the purpose of providing financial assistance to qualified owners of residential real property for making improvements to an existing drinking water well or providing a water delivery system for the residence. The county BOS must designate an entity to operate the Program, establish criteria for grants and award grants.

WHY IT MATTERED: The practical reason for this bill was to create an operative state process for water improvements program instead of leaving implementation undefined. It would allow a nonprofit corporation to establish a Program that allows persons to make gifts, grants or donations to provide financial assistance to qualified owners of residential real property for making improvements to an existing drinking water well or providing a water delivery system, and would also require a nonprofit corporation to designate an entity to operate the Program, establish criteria for grants and award grants, rather than leave the current rule unchanged.
