HB2184

brackish groundwater pilot program

BLAME HOBBS!

Water & environment

THE CONTEXT: Brackish groundwater is groundwater with concentrations of total dissolved solids (TDS) of 1,000 to 10,000 milligrams per liter (mg/L). As background, TDS measures the combined content of all contaminants contained in drinking water.

WHAT THE BILL DID: The final vetoed version would allocates $2,000,000 of the Pilot Program for a demonstration program in Arizona rather than Arizona's active management areas, authorize the Pilot Program to be located within the section of ADWR deemed to be most appropriate by the ADWR Director, and allocates the remaining $9,000,000 for projects in Arizona rather than for AMAs that receive Central Arizona Project water.

WHY IT MATTERED: The practical reason for this bill was to define the water, land, energy, or environmental rule for brackish groundwater pilot program more clearly. It would allocates $2,000,000 of the Pilot Program for a demonstration program in Arizona rather than Arizona's active management areas, and would also authorize the Pilot Program to be located within the section of ADWR deemed to be most appropriate by the ADWR Director, rather than leave the current rule unchanged.
