THE CONTEXT: Counties have the power to sue, purchase and hold land, make contracts and hold land necessary to exercise its powers, make orders for the use or disposition of its land, levy and collect taxes and determine the budget for county officers ( A. R.

WHAT THE BILL DID: The final vetoed version would state a city, town or county must not adopt, enforce or maintain any ordinance, order or rule with the purpose of making payments to individuals as part of a guaranteed income program, prohibit a city, town, or county from applying or interpreting a law of general application in a manner that conflicts with the prohibition on a guaranteed income program, and define a guaranteed income program as any program where individuals are provided with regular, periodic cash payments that are unearned and that may be used for any purpose.

WHY IT MATTERED: The practical reason for this bill was to make the government process for guaranteed income program more definite and accountable. It would state a city, town or county must not adopt, enforce or maintain any ordinance, order or rule with the purpose of making payments to individuals as part of a guaranteed income program, and would also prohibit a city, town, or county from applying or interpreting a law of general application in a manner that conflicts with the prohibition on a guaranteed income program, rather than leave the current rule unchanged.
