THE CONTEXT: The Groundwater Management Code (Code) was enacted in 1980 and established the statutory framework to regulate and control the use of groundwater ( SOS ). WHAT THE BILL DID: The final vetoed version would require the Governor and ADWR Director, 30 days before issuing a report on the hydrologic conditions of an AMA, to submit a copy of the report or any report related to the groundwater code, to the members of the House of Representatives and Senate NREW Committee members.

WHY IT MATTERED: The practical reason for this bill was to give the people who rely on the rule clearer information and a defined reporting process.
