THE CONTEXT: Voting Centers Voting centers are utilized in place of or in addition to specifically designated polling places. Voters are permitted to vote at any voting center within their county, regardless of which precinct they live in ( A.

WHAT THE BILL DID: The final vetoed version would add that the hand count audit must include at least 2% of precincts or the voting centers in the county, as applicable, require the hand count audit to begin immediately after the precincts or voting centers are selected, and require the hand counting of early ballots to begin within 48 hours after tabulation has been completed and immediately after the precincts or batches of ballots are selected.

WHY IT MATTERED: The practical reason for this bill was to make the stated financial responsibility enforceable and keep public reporting on time. It would add that the hand count audit must include at least 2% of precincts or the voting centers in the county, as applicable, and would also require the hand count audit to begin immediately after the precincts or voting centers are selected, rather than leave the current rule unchanged.
