THE CONTEXT: The Arizona Constitution prohibits substantive law from being included in the general appropriations, capital outlay appropriations and supplemental appropriations bills. However, it is often necessary to make statutory and session law changes to effectuate the budget.

WHAT THE BILL DID: Makes statutory and session law changes relating to commerce necessary to implement the FY 2026 state budget.

WHY IT MATTERED: The practical reason for this bill was to give the people who rely on the rule clearer information and a defined reporting process. It would require the Arizona Commerce Authority (ACA), by December 1 of each year, to submit a report on the activities of each trade office operated by the ACA during the prior fiscal year to the Joint Legislative Budget Committee, and would also require the ACA to establish and supervise the operation of full-time or part-time offices in other states and foreign countries subject to legislative appropriation, rather than at the direction of the ACA Board of Directors, rather than leave the current rule unchanged.
