THE CONTEXT: State lands means any land owned or held in trust by Arizona, including leased school or university land. The Arizona State Land Department manages state lands, which includes state trust lands and lands otherwise owned by Arizona.

WHAT THE BILL DID: The final vetoed version would prohibits, beginning on the effective date of this legislation, conveying land in Arizona to a foreign entity that is hostile to the U.S, restricts, beginning on the effective date of this legislation, the sale of state lands to a foreign entity that is hostile to the U.S, and define foreign entity that is hostile to the United States.

WHY IT MATTERED: The practical reason for this bill was to give property owners and consumers a clearer rule for foreign entities. It would prohibits, beginning on the effective date of this legislation, conveying land in Arizona to a foreign entity that is hostile to the U.S, and would also restricts, beginning on the effective date of this legislation, the sale of state lands to a foreign entity that is hostile to the U.S, rather than leave the current rule unchanged.
