WHAT THE BILL DID: The final vetoed version would direct the Director of ADOT to issue a quarterly report to the President of the Senate and the Speaker of the House of Representatives and stipulate that the report must disclose each instance that the lowest responsible bidder for a construction project contract was not selected for the contract and include why they were not selected.

WHY IT MATTERED: The practical reason for this bill was to give the people who rely on the rule clearer information and a defined reporting process. It would direct the Director of ADOT to issue a quarterly report to the President of the Senate and the Speaker of the House of Representatives, and would also stipulate that the report must disclose each instance that the lowest responsible bidder for a construction project contract was not selected for the contract and include why they were not selected, rather than leave the current rule unchanged.
