THE CONTEXT: An Arizona registrant's information may be disclosed through a public records request which can include information like the registrant's address. An eligible person can request the public be prohibited from accessing the persons identifying information.

WHAT THE BILL DID: The final vetoed version would requires, within 48 hours of the BOS transmittal of the county canvass, the BOS or officer in charge of elections to transmit the cast vote record to the Secretary of State, specifies the transmitted cast vote record must be unaltered, with an exception for precincts, precinct splits and ballot styles with less than 25 registered voters, and prohibit the BOS or officer in charge of elections from randomizing or altering the original files.

WHY IT MATTERED: The practical reason for this bill was to give the people who rely on the rule clearer information and a defined reporting process. It would requires, within 48 hours of the BOS transmittal of the county canvass, the BOS or officer in charge of elections to transmit the cast vote record to the Secretary of State, and would also specifies the transmitted cast vote record must be unaltered, with an exception for precincts, precinct splits and ballot styles with less than 25 registered voters, rather than leave the current rule unchanged.
