WHY IT MATTERED: The practical reason for this bill was to set a clear legal boundary for public monies instead of leaving the conduct unaddressed. It would prohibit the use of public monies to pay for genetic sequencing procedures that are performed with a device that is produced by: a. a company that is domiciled in a foreign adversary; and b. a company that is owned or substantially controlled by a company that is domiciled in a foreign adversary, and would also define the term company as a for-profit sole proprietorship, organization, association, corporation, partnership, joint venture, limited partnership, limited liability partnership, limited liability company, including a wholly owned subsidiary, majority owned subsidiary, parent company or affiliate of the entities or business associations or a nonprofit organization, rather than leave the current rule unchanged.
