THE CONTEXT: The Arizona Legislature adopts a budget for each fiscal year (FY) that contains general appropriations. Article IV, Section 20, Part 2, Constitution of Arizona, requires the General Appropriations Act (feed bill) to contain only appropriations for the different state departments, state institutions, public schools and interest on public debt.

WHY IT MATTERED: The practical reason for this bill was to give patients a defined set of rights and a clear informed-consent standard. It would require ADOA to implement a 10% increase to medical premiums paid by active employees and retirees enrolled in the state employee health plan for Plan Year (PY), and would also state the Legislature intends that ADOA increase these premiums by an additional 5% in PY 2028 and 5% in PY, rather than leave the current rule unchanged.
