THE CONTEXT: The Arizona Legislature adopts a budget for each fiscal year (FY) that contains general appropriations. Article IV, Section 20, Part 2 of the Constitution of Arizona requires the General Appropriations Act (feed bill) to contain only appropriations for the different state departments, state institutions, public schools and interest on public debt.

WHAT THE BILL DID: The final vetoed version would tasks ADOT with reporting, by July 31 of each year, to JLBC on the progress in improving MVD wait times and vehicle registration renewal by mail turnaround times and stipulate the report must be in a format similar to the reports ADOT submitted to JLBC before the effective date.

WHY IT MATTERED: The practical reason for this bill was to make the government process for 2026-2027 more definite and accountable. It would tasks ADOT with reporting, by July 31 of each year, to JLBC on the progress in improving MVD wait times and vehicle registration renewal by mail turnaround times, and would also stipulate the report must be in a format similar to the reports ADOT submitted to JLBC before the effective date, rather than leave the current rule unchanged.
