THE CONTEXT: A person who is qualified to vote and is temporarily absent from the state can register by filling out an affidavit of registration which must be furnished on request of the registrant by their county recorder. The registrant is required to execute the affidavit of registration and administer the oath himself and must return the affidavit to the county recorder.

WHAT THE BILL DID: The final vetoed version would strikes language that allows any U.S; citizen who has never resided in the U.S., and whose parent is a U.S; citizen registered to vote in Arizona, to register to vote and to vote in Arizona using a federal write-in early ballot as prescribed by statute.

WHY IT MATTERED: The practical reason for this bill was to make election administration and accountability rules for voter registration more definite. It would strikes language that allows any U.S. citizen who has never resided in the U.S., and whose parent is a U.S. citizen registered to vote in Arizona, to register to vote and to vote in Arizona using a federal write-in early ballot as prescribed by statute, rather than leave the current rule unchanged.
