WHAT THE BILL DID: The final vetoed version would make the following individuals ineligible to receive any state or local public benefits: a; an individual whose presence in the U.S; is not authorized by federal law; b; a foreign national who is paroled into the U.S; by the U.S. Department of Homeland Security; and c; a foreign national who has indicated an intention to apply for asylum in the U.S; but whose application has not been adjudicated in the affirmative and modify the definition of state or local public benefit.

WHY IT MATTERED: The practical reason for this bill was to make the government process for state more definite and accountable. It would make the following individuals ineligible to receive any state or local public benefits: a. an individual whose presence in the U.S. is not authorized by federal law; b. a foreign national who is paroled into the U.S. by the U.S. Department of Homeland Security; and c. a foreign national who has indicated an intention to apply for asylum in the U.S. but whose application has not been adjudicated in the affirmative, and would also modify the definition of state or local public benefit, rather than leave the current rule unchanged.
