THE CONTEXT: The ROC licenses and regulates residential and commercial contractors. The ROC is required to: 1) classify and qualify applicants for a license; 2) change the license classification in the case of a title reclassification; 3) conduct investigations to protect the health and safety of the public; and 4) establish written examinations to protect the health and safety of the public ( Title 32, Chapter 10, Article 1 ).

WHAT THE BILL DID: The final vetoed version would asserts the licensure of persons subject to ROC licensure is of statewide concern and is not subject to further regulation by a municipality or county, stipulate a municipality or county cannot require a person who is subject to ROC licensure to obtain a journeyman license, and define licensure and occupation.

WHY IT MATTERED: The practical reason for this bill was to make the government process for municipalities more definite and accountable. It would asserts the licensure of persons subject to ROC licensure is of statewide concern and is not subject to further regulation by a municipality or county, and would also stipulate a municipality or county cannot require a person who is subject to ROC licensure to obtain a journeyman license, rather than leave the current rule unchanged.
