WHAT THE BILL DID: The final vetoed version would grant the Legislature the authority to appropriate noncustodial federal monies, allow a budget unit to spend noncustodial federal monies in accordance with state and federal law if the Legislature does not appropriate those monies, and require the Legislature to specify the purpose for which the noncustodial federal monies are to be used for each noncustodial federal monies appropriation.
