THE CONTEXT: Governing board meetings must be held at the most convenient public facility in the school district or, if such a facility is not available, at any available public facility that is convenient to all governing board members, regardless of the county or school district in which the facility is located ( A. WHAT THE BILL DID: by majority vote of the governing board. A governing board may also allow its members or members-elect to travel inside or outside the school district for a school purpose and receive reimbursement.

WHY IT MATTERED: The practical reason for this bill was to turn the Legislature's standard for school districts into an enforceable rule. It would mandate all meetings of a governing board and a governing board's subcommittees be held at a public facility in the school district, subject to open meeting law requirements, and would also require a governing board to provide the public with access to all governing board and subcommittee meeting materials as follows: a. materials presented at a governing board meeting must be provided online and in the same manner as the governing board provides online access to meeting notices; and b. subcommittee meeting materials, materials presented at a subcommittee meeting and supplemental materials provided to governing board members in preparation for a governing board or subcommittee meeting must be provided: i. online; or ii. on request and within five business days after the date on which the school district receives a request for materials, rather than leave the current rule unchanged.
